Are all Mahamandaleshwars Equal?

I was looking at the pictures of yet another peace tree ceremony, and noticed something odd here: Why doesn't the Croatian Mahamandaleshwar get to sit on the same high podium as the two Indian Mahamandaleshwars? I could understand if only the local Mahamandaleshwar sat on his podium and the two guests sat by his side, or if the two honoured guests get the podium and he sat somewhere else, but how do you explain this?
